Journalist Azaz Syed said he received two NCCIA notices in two days with no specific accusation named. Asad Ali Toor said an officer served him two notices within hours, calling the second his “last opportunity” to respond, then declined to accept his lawyer’s written defence in person, so Toor sent it by courier. Toor said his commentary had cited other reporters’ work and a petition already before the Islamabad High Court.
