The Lahore Development Authority introduced digital monitoring of enforcement proceedings against illegal constructions, unauthorised commercial use, and dues non-payment. Under new standard operating procedures, notices carry QR codes, while geo-tagged photographs and case records are uploaded to a digital file-management system. Properties are categorised into three types for enforcement. De-sealing requires payment of fines or restoration to lawful status. A committee headed by the chief town planner, including the chief IT officer and directors of revenue, law, and town planning, will scrutinise illegal commercial properties. All decisions and subsequent corrections must be recorded through the system’s audit trail to ensure traceability.
